Senior Engineer - HSE Design |

Scope of Responsibilities: |
| Supervise a team of engineer and designers in carrying out Safety Design activities and provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted man-hour and project schedules.
The candidate should able to perform Fire, Explosion & Dispersion modeling, QRA, Risk Control Measures to demonstrate ALARP, Fire & Explosion Risk Assessment, Safety Studies like HAZID, HAZOP, SIL, Escape & Evacuation studies. The candidate should be able to demonstrate a good working knowledge of international safety codes & standards together with Risk Based Design best practice. |

- Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.

Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR), identify requirements and scope of work; review specifications Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID’s), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.

Verify scope of work, budgeted man hours, budgeted quantities, total of deliverables, format of delivery, time schedules and other specifications for execution of the work.

Prepare Manpower schedules and Manpower Plans, evaluate manpower requirements, assign engineers in accordance to areas of specialization. Monitor and track man-hours, ensure actual man-hours are within budgeted costs, identify variations between Contract and proposal, take corrective action as necessary.

Supervise the preparation of HSE safety designs and philosophies, including HAZOP & HAZID analysis and reports, shutdown and blow down philosophies, fire proofing requirements, site environmental and metallurgy data, Consequence Analysis Reports, Fire and Explosion Reports, Risk assessment Reports, Emergency Evacuation analysis, Flare radiation analysis, noise studies and other risk assessment reports.

Supervise and provide guidance in the preparation and evaluation of plot plans, engineering drawings and technical documents issued for Internal Design Checks (IDC’s) and the integration of other engineering discipline data inputs. Prepare technical document requirements for equipment specifications.

Attend HAZOP, HAZID and ENVIID meetings. Participate in meetings with client and vendor representatives, clarify and ensure vendor specifications meet with client requirements in a cost effective manner. Participate in progress meetings, submit project progress reports through the update of information on the PETROCEPTS software.

Interact with Quality Assurance for quality issues, strictly ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.

Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers.

Perform related duties as and when directed by Direct Supervisor.

| Bachelors Degree in Engineering preferably Chemical Engineering with minimum 10 years of related petrochemical experience preferably from consultancy organizations in the EPC of Oil and Gas Industry. |
